The area in Edmonton now known as “The Quarters” is located immediately east of the downtown and was the original centre of the city. Since the 1970s, this area has been in decline and currently consists of 40% vacant land. Building on the vision for Downtown East Edmonton that was created in 2006, a team led by the architectural firm ONPA produced an Urban Design Plan, Area Redevelopment Plan and new zoning for The Quarters. The zoning included an innovative density bonusing system to encourage redevelopment while providing an incentive to build high quality, sustainable buildings and affordable housing. The most dramatic public initiative in the area is a linear park, or armature, that leads up from the North Saskatchewan River Valley and Louise McKinney Park. In order to finance upgrades to utilities and the public realm to catalyze new development,ParioPlan prepared a Community Revitalization Levy Plan.
