Armin A. Preiksaitis

Bio

Armin is the founder and President of ParioPlan (formerly Armin A. Preiksaitis & Associates). His planning career spans over 43 years and combines experience as a planner and manager, president of the Edmonton Downtown Development Corporation, and planning consultant to the private, public and non-profit sectors. He has been a full member of the Canadian Institute of Planners (CIP) since 1975 and is registered with both the Alberta Professional Planners Institute and the Association of Professional Community Planners of Saskatchewan. In 2012 he was made a Fellow of the CIP – the highest honor bestowed on a professional planner in Canada.

Since establishing his consulting firm in 1996, Armin has successfully managed a broad range of land use plans, studies and downtown urban revitalization projects for municipalities and developers throughout Alberta and Saskatchewan. Armin’s unique background gives him considerable knowledge in the areas of economic development, sustainable development and public/private partnerships. With a portfolio of over 350 major plans and studies, Armin’s planning expertise includes statutory plans, zoning bylaws, urban design plans, rezoning approvals, housing and development feasibility studies, economic development strategies and community consultation. Over the last 20 years he has consulted on numerous private sector redevelopment projects, including most major infill rezoning projects in Edmonton.

Armin’s four decades in planning and development give him an in-depth understanding of the municipal approval process, as well as a balanced perspective of the needs of both private developers and municipal clients. Long recognized as a planning expert, he often speaks to professional groups and is frequently quoted in the media. His planning work has received numerous awards and citations. This diverse background has given him considerable knowledge in the areas of mixed-use infill, transit-oriented and sustainable development; project implementation and public/private partnerships. Armin Preiksaitis has an Honors Bachelor of Environmental Studies degree in Urban and Regional Planning from the University of Waterloo.

Marcelo Figueira

Senior Planner / Urban Designer – MEDes, RPP, MCIP

Bio

Marcelo Figueira is an accredited planner with more than 13 years of professional experience, who has participated as Project Manager or Lead Designer in some of ParioPlan’s award-winning urban infill and transit-oriented projects, bringing expertise in innovative approaches to implementation, including site specific direct control zoning. He is a passionate city building advocate to enable better cities, suburbs and regions through urban design and sustainability, exploring urbanism through innovative lenses and ideas. At ParioPlan, Marcelo provides project management and advice on project structure, processes, methods and content as well as overall business development.

He holds a Master of Environmental Design (Planning) and a Bachelor of Arts in Urban Studies from the University of Calgary, and a Bachelor of Science in Civil Engineering from Fundacao Armando Alvares Penteado in Brazil. He has a track-record of designing and delivering plans aimed to creating complete communities, balancing sustainable development with a respect for diversity in values, cultures, and distinct places. Marcelo is actively involved in professional planning initiatives in Canada and Alberta as a conference speaker and as volunteer to committees and boards. He regularly shares his planning views and experiences in blogs and articles, which have appeared on the APPI Journal and other publications. He was a speaker at the 2013 CIP Annual Conference and at the 2011 and 2014 APPI Annual Conferences. He was a member of the APPI Journal Committee in 2009-2010 and in 2013 accepted to contribute to the CIP Professional Standard Board as a Mentor for candidate members of the CIP. Marcelo was also a member of the City of Edmonton Subdivision Development and Appeal Board appointed by City Council.

Dana Bao

Prior to joining ParioPlan Dana worked as an Urban and Regional Planner where she led and developed urban design guidelines and supported the creation of land use regulations for The Quarters Downtown Edmonton. She has also assisted in the concept plans for public spaces in Edmonton, Alberta. Dana bring experience in public consultation, urban design, planning, research and 3D modelling. Pankaj Nalavde

Senior Planner & Project Manager, MEDes, MCIP

Bio

Pankaj Nalavde has over 10 years of progressive professional planning experience in Alberta. Pankaj was initially a Senior Planner with ParioPlan between 2009 and 2012 and has rejoined ParioPlan as a Senior Planner and Project Manager in 2017. With a background in architecture and planning, Pankaj has been involved in a variety of urban and rural planning projects conducting land use analysis, developing policy documents and consulting with stakeholders and community groups.

Pankaj has undertaken significant research on affordable housing approaches and policies for municipal governments, both professionally and as part of his master’s thesis.  He has been the project planner on a number of housing studies, demonstrating a sounds understanding of the socioeconomic issues  associated with housing affordability and developing contextual recommendations and strategies for municipalities to augment their supply of affordable housing.

Prior to joining ParioPlan, Pankaj acquired a solid foundation of planning and development experience working for an Intermunicipal Planning Agency in Northwest Alberta. Pankaj also worked as a Supervisor for the Planning Department at the Regional Municipality of Wood Buffalo (RMWB) from 2012 to 2017. He worked on projects spanning municipal development plans, area structure plans, rezoning applications, outline plans and land use bylaws, as well being as lead member of the subdivision authority for the RMWB.

Pankaj’s overall project portfolio covers a broad range of projects which include land use bylaws for a number of urban and rural municipalities, strategic growth studies, preparing statutory plans and land use analysis for light rail transit systems.  He has advanced skills in AutoCAD, MS Office, Adobe Suite and the application of GIS systems in the rural and urban planning context.

Karolina Drabik

Senior Associate / Senior Planner, BA.A, MPA, RPP, MCIP

Bio

Karolina has 15 years experience as a planning professional with a Bachelor of Applied Arts in Urban and Regional Planning from Ryerson University and a Masters in Public Administration from the University of Victoria.  At ParioPlan, she leads the public consultation work on municipal planning projects, conducting research and analysis, document reviews, policy formulation and document developments.  Karolina specializes in planning for Alberta’s smaller urban and rural municipalities.  Her knowledge of effective community consultation has been honed through diverse project experience and training from the International Association for Public Participation (IAP2).

In the past, Karolina has worked in various capacities for the City of St. Albert, including a policy analysis for the Protection of the Sturgeon River Watershed and as one of the facilitator’s on community engagement for the St. Albert Social Master Plan and other proposed bylaws.  As a policy reviewer for the Capital Region Board for its Growth Plan, Karolina brings valuable knowledge of the practical application of policy.  She also brings expertise working with urban and rural municipalities throughout Alberta on long range policy and legislative compliance.  As a Senior Associate, Karolina continues to be one of the firms lead on public consultation and engagement activities, for various public plans and private sector projects. Greg MacKenzie

Gregory brings extensive urban design expertise and over 15 years of experience in land use planning and landscape architecture. He draws on a depth of experience serving private and public sector clients in Canada, Europe and South East Asia. As a Leadership in Energy and Environmental Design Accredited Professional—specializing in Neighbourhood Design (LEED AP+ND) and a member of the Canadian Green Building Council and, Greg provides specific expertise in the sustainable design and development area of the firm’s practise. With his commitment to sustainable design and development, he has been involved in a wide variety of innovative projects.

Greg has been involved in a wide variety of ParioPlan’s award winning projects incorporating leading edge approaches to sustainable development.  He has participated in—and led—the research, design, policy development and project management of plans for several large greyfield and brownfield redevelopment areas in downtown Edmonton.  Planning and design for mixed land uses, development densities, walkability and transit are fundamental considerations of each of these projects. Application of LEED®, and development of “shadow LEED”, development rating systems to support sustainable development has also been a key consideration in several of these projects.

Greg has also pioneered the application of Conservation (Cluster) Design principles in rural Alberta. He has developed Conservation Designs and obtained planning and subdivision approvals for private sector clients and has also developed award-winning conservation zoning regulations for municipal clients throughout the province.  His memberships in a variety of professional organizations and his role as an Executive Committee member of the Urban Development Institute keep him at the forefront of planning and development trends and practises.

Sara McCartney

Associate / Planner, BES, RPP, MCIP

Sara rejoined ParioPlan in 2011, having previously worked at the firm as an Assistant Planner while attending university. She works on rural and urban planning projects including statutory plans and

amendments, land use bylaws, rezoning and subdivision applications, as well as policy review. Sara is also gaining experience in Transit Oriented Development as part of the interdisciplinary team completing two Station Area Plans for the City of Edmonton.

Prior to rejoining ParioPlan, Sara participated in the Alberta Municipal Affairs Internship Program as a Planning Intern at Mountain View County where she assisted with current planning, the development of several area structure plans and the Municipal Development Plan Review. She has a degree in Environmental Studies from the University of Waterloo, majoring in Planning with a specialization in Land Development Planning. In 2012, Sara completed a Certificate Program in Form Based Zoning and has completed the first course of Planning for Effective Public Participation in the International Association for Public Participation’s (IAP2) Certificate in Public Participation.
